Our Visible Emission (VE) Certification Program meets and exceeds EPA and Title V requirements, and is designed to instruct proper Method 9 & 22 procedures and techniques.  We offer initial certification and recertification (required every 6 months). You will receive all EPA certification requirements as well as more useful practices and topics such as:  

What you should know and how to work with regulatory inspectors

Practice runs at lower opacities (within typical permit conditions from 0% up to 20%

The field instruction program is designed to properly teach you how to calibrate your eyes to visually read specific opacity levels between 0 and 100 percent in both black and white smoke. 

Special emphasis will be placed on reviewing the opacity standards (calibration points) to familiarize applicants with key opacity levels.  Numerous practice runs will be performed so proper instruction can be given to applicants before qualification runs.  Numerous qualification runs will be conducted for certification.

The following criteria for field certification and recertification must be met every 6 months:

50 readings per test run (one set of 25 black and one set of 25 white)

Required to pass both black and white sets on the same test run

The total error on each set can not exceed 37 (an avg. error of 7.5%)

No error in excess of 3 or 15% opacity, will be accepted on any one of the 50 readings

COURSE INFORMATION:

IF THIS IS YOUR FIRST TIME REGISTERING FOR ANY SMOKE SCHOOL, WE STRONGLY RECOMMEND YOU SIGN UP FOR BOTH THE LECTURE AND FIELD CERTIFICATION SESSIONS.  IF THIS IS YOUR FIRST TIME AT CAPSTONE’S SCHOOL, WE RECOMMEND YOU SIGN UP FOR BOTH AND SUGGEST YOU RENEW THE LECTURE SESSION EVERY TWO YEARS.  FIELD RECERTIFICATION IS REQUIRED EVERY 6 MONTHS.

TO ENSURE ENROLLMENT AND PARTICIPATION, ALL REGISTRATION FORMS AND FEES MUST BE CONFIRMED BY CAPSTONE PERSONNEL VIA MAIL, FAX OR  PHONE  PRIOR TO THE DATE OF THE SCHEDULED SESSION.

THE LECTURE TYPICALLY STARTS AT 7:30 a.m. AND FIELD CERTIFICATION TYPICALLY RUNS FROM 11 a.m. to  3 p.m.  ON-SITE PRACTICE VE READINGS FROM 2 p.m. to 4 p.m.  PLEASE CALL (717) 220-1143 TO CUSTOMIZE YOUR AGENDA.

CANCELATION POLICY:

REGISTRATION MUST BE CANCELLED AT LEAST 5 BUSINESS DAYS PRIOR TO THE COURSE DATE FOR A REFUND.  CAPSTONE MAY CANCEL A COURSE IF ENROLLMENT IS TOO LOW.

SUBSTITUTIONS FOR INDIVIDUALS ORIGINALLY REGISTERED WILL BE HONORED WITH PROPER IDENTIFICATION.

WEATHER POLICY:

FIELD CERTIFICATION WILL BE CONDUCTED REGARDLESS OF WEATHER CONDITIONS, UNLESS THE SAFETY OF PEOPLE AND/ OR EQUIPMENT IS IN JEOPARDY.
